With reference to your despatch No.127 of

May 4th, 1921, I have the honour to transmit for the information of the Board of Trade copies of a report by the

Government Marine Surveyor and of a letter from Messrs. Butterfield and Swire on the subject of the recognition of Hongkong passenger certificates, together with copies of the local Merchant Shipping Ordinances, and of the Asiatic Emigration Ordinance of 1915.

2. I should be glad if steps could be taken as suggested to secure the recognition of Hongkong certificates in the United Kingdom.
